Can robots participate in decision-making with persistent memory?

As Contributors, yes. They log observations into the Key Decisions layer with evidence; human Sovereigns adjudicate. Robots have voice but not veto.

Voice without veto

Robots can absolutely participate in organizational decisions — but only as Contributors. In bRRAIn's role model, a Contributor adds observations, evidence, and suggestions to the record; a Sovereign adjudicates. Robots fit naturally in the Contributor tier because they produce huge volumes of relevant signal — sensor readings, outcome measurements, anomaly detections — and bad signal to adjudicate is wasted signal. bRRAIn keeps human Sovereigns in the adjudication seat via the Control Plane / Auth Gateway and lets robots speak through the Key Decisions layer.

The Key Decisions layer

bRRAIn's Key Decisions layer lives inside the POPE Graph RAG and records formal decisions with full context: the proposal, the supporting evidence, the decider, the rationale. When a robot contributes, its observation is attached as evidence on a decision node. Sovereigns browsing the decision queue see the robot's input in context, evaluate it alongside human input, and issue a ruling. The decision, its evidence, and its authoring chain are preserved together, so later reviewers can retrace exactly how the call came to be made.

Evidence discipline

Robot participation only works if the evidence is well-structured. bRRAIn enforces this through Workspaces — each robot writes into a scoped workspace with typed fields: what was observed, when, with what sensor, with what confidence. The Consolidator merges these contributions into the Key Decisions layer. Sovereigns never have to guess whether a robot's input is a hard measurement or a soft inference because the schema requires the robot to say. Decision-making becomes auditable at both the human and the robot end.

Why the hierarchy matters

Letting robots cast binding votes is a failure mode. They cannot be held accountable, they cannot explain intent the way humans can, and they cannot carry legal or ethical weight. The Contributor tier preserves all of the useful signal without any of the risky authority. The Security Policy Engine enforces that robots cannot escalate their own role. Humans decide; robots inform. The architecture makes that split a property of the system, not a matter of operator discipline.
